Executive Committee
President
Dr. Jessica Abellard is a physician who is board certified in adult, geriatric, and forensic psychiatry. She serves as the Medical Director of Geriatric Behavioral Services at Cornell Scott Hill Health Center and teaches second and third year medical students from Yale School of Medicine. She is dedicated to treating the underserved and has an interest in the intersection of faith and mental health. She has a private practice in forensic psychiatry. Outside work, Dr. Abellard enjoys gardening and traveling.
President-Elect
Andrew J. Gerber, MD, PhD is an adult and child and adolescent psychiatrist and serves as President and Medical Director of Silver Hill Hospital, a private non-profit psychiatric hospital in New Canaan, Connecticut. Dr. Gerber is also an Associate Clinical Professor of Psychiatry at the Yale Child Study Center and at Columbia University.
Secretary
Dr. Sadiq Naveed is currently Psychiatry Program Director at Eastern Connecticut Health Network and also serves as Associate Professor of Psychiatry. He has been recognized as Fellow of the American Psychiatric Association and Distinguished Fellow of the American Academy of Child and Adolescent Psychiatry. His interests are medical education, community engagement and advocacy.
Treasurer
Dr. Marco Christian Michael is a board-certified psychiatrist with fellowship training in geriatric psychiatry. He provides psychiatric consultation in three integrated clinics within Stamford Health: Bennett Cancer Center, Women Specialty Center, and Geriatric Assessment Center. His interests include geriatric psychiatry and end-of-life care, psychotherapy, psycho-oncology, and interventional psychiatry.
Immediate Past President, APA Representative to the APA Assembly (3 year term, 2025-2028)
Paul Bryant, M.D., is an Assistant Professor of Psychiatry at the Yale School of Medicine. Bryant has used his child-forensic expertise in both his educational endeavors and in his clinical work as a Connecticut Department of Mental Health and Addiction Services consulting forensic psychiatrist.
Representatives to the APA Assembly
Tobias Wasser, M.D., completed his psychiatry training at the Yale School of Medicine, including serving as chief resident and completing fellowships in forensic and public psychiatry. After completing his training, he joined the Yale psychiatry department as faculty. During his time at Yale he held academic leadership roles in the public psychiatry and residency training programs and clinical leadership roles in the state forensic mental health system, Yale-New Haven Hospital and the Yale Department of Psychiatry. He has been recognized as a regional and national leader in forensic psychiatry and medical education, has held multiple leadership roles for various national organizations, and has received multiple awards both locally and nationally in the areas of medical education, mentorship, and psychiatric ethics. He is also past president of the Connecticut Psychiatric Society and the American Association of Psychiatric Administration and Leadership. Dr. Wasser currently serves as the Chair of Psychiatry for the Frank H. Netter MD School of Medicine at Quinnipiac University and leads behavioral health services for Hartford Healthcare as the Chair of Psychiatry and Behavioral Health for Fairfield County. (3 year term, 2023-2026)
Tichianaa Armah, M.D., is the Chief Psychiatric Officer of the Community Health Center Inc. in New Haven. Dr. Armah has made an enduring commitment to community engagement and empowering youths to pursue careers in medicine and the mental health field. (3 year term, 2024-2027)
Councilors-At-Large (2 year term: 2025-2027)
Dr. Olalekan Olaolu, MD, MPH is a board‑certified psychiatrist who earned his medical degree from the University of Ilorin in Nigeria. After completing an MPH at Emory University (Health Policy & Management), he had his residency at One Brooklyn Health and fellowships at both NYU and Yale School of Medicine. He is board certified in adult and forensic psychiatry. He currently works at Whiting Forensic Hospital in Middletown, CT. His interests include the evolution of personalities, efficient healthcare, involuntary commitment, and mental health legislation.
Dr. Kaosoluchi Enendu, MD, MBA is a Clinical Instructor in Psychiatry at Yale School of Medicine. In training, she served as Administrative Chief Resident in Psychiatry at Yale School of Medicine, Yale-New Haven Hospital, and the Community Health Center, where she focused on enhancing trainee wellness, addressing health inequities, and advancing systemic improvements through digital health and pharmaceutical innovation. She earned her medical degree from the University of California, Irvine School of Medicine and holds an MBA, combining clinical expertise with leadership in curriculum design, consulting, and advocacy centered on racial trauma and institutional change.
Early Career Representatives
Dr. Zachary Lenane, MD, MPH, is Medical Director of Whiting Forensic Hospital’s enhanced-security Dutcher Service and a Clinical Instructor in Psychiatry at Yale School of Medicine. He completed his psychiatry residency at San Mateo County Behavioral Health and Recovery Services and a fellowship in public psychiatry at UCSF. His clinical and academic work has focused on the successful re-entry of individuals with serious mental illness and substance use disorders from institutional environments.
Ignacio Cerdeña, MD, is a Clinical Instructor in Psychiatry at Yale School of Medicine and serves as the Assistant Medical Director for the General Psychiatry Division at Connecticut Valley Hospital. He earned his MD from Yale in 2018 and completed both residency and fellowships in public and forensic psychiatry at Yale, with research focusing on health equity and disparities in psychiatric care.

Resident Representatives

Dr. Yasmin Rawlins is a psychiatry resident at Yale University with a strong commitment to addressing racial and ethnic disparities in mental health care, public psychiatry, and psychotherapy. A graduate of Harvard and Columbia, she has received numerous academic and service awards, conducted impactful research on community-based mental health, and previously worked as a clinical assessor for the TRIUMPH study. -
Dr. Shreyas Shrikant Deshmukh earned his medical degree from B.J. Medical College, Pune, Maharashtra University of Health Sciences, in India in 2013. He is currently a general adult psychiatry resident at Eastern Connecticut Health Network, with an expected graduation in 2027.
Dr. Maurice Morgan earned his B.S. in Public Health from the University of South Florida and his M.D. from Meharry Medical College. He is currently a psychiatry resident at Hartford Healthcare/Institute of Living, with clinical interests in forensic psychiatry, consultation-liaison psychiatry, and general adult psychiatry. He remains deeply committed to advocacy, health equity, and community engagement.
